Create issue links directly from Links Explorer App

1. Users can now create new issue links directly from within the Links Explorer app — across all views except the Issue Type view. This makes it easier to maintain relationships between issues while staying in context.

2. Dropdowns are now consistently sized for better visibility and smoother interaction.
