Requirements Manager is a role, generally performed by a person who "owns" the requirements in a project. Requirements Manager may be assisted by a team, who may own some of the roles.
A requirements manager is responsible for
- collecting and maintaining the requirements
- analyzing the requirements
- (usually) defining releases
- assigning the requirements to releases
